PEDP
The Philippine Export Development Plan takes off from the MTPDP to focus on the development and promotion of export industries. Maintaining and increasing the competitiveness of industries has been battle cry of the Export Development Council, which is tasked with the formulation the PEDP. The EDC is also monitoring how various agencies, both private and government, are implementing the plans, programs, and activities which such agencies have committed to perform in order to achieve the objectives and targets of the PEPD.

The latest PEDP cycle promulgated last year contains, for the first time, specific plans for the export of services. The PEDP scorecard reflects the plans and programs of the Philippine Service Coalition.

Qualifications of Labor
Given the number of young people graduating yearly from high school and university, a large pool of prospective employees in the service sector is readily available. The present educational system, patterned after that of the United States of America, ensures that labor force participants are at least conversant in English. They are also proficient in basic computer-user skills, with exposure to the internet and probably owning their own mobile phones.

Business courses are the most popular in college, assuring that many workers are familiar with basic business concepts, and can understand basic bookkeeping. Health-related courses are also very popular now, with students dreaming of getting jobs abroad after graduation (starts with Mode 4 in a few cases, but mostly ending in migration). Other traditional college courses, especially for young men, are those related to marine and maritime engineering. These courses are the main source of bodies for the Ship crewing and manning industry.
Philippine culture also encourages high multicultural adaptability, a high degree of trainability, a natural hospitality and helpfulness, and a superior work ethic.
